Isn't this just V2L? Doesn't really matter if the L is a winch or any other device - seems like this will be denied for "prior art" or "obviousness". That doesn't mean it's a bad idea though, just not patentable in my non-expert opinion. Instead of having a bulky J1772 cable attached to the winch it seems more practical to have a receptacle on the winch and just use the cable you already have from the mobile charger. That is, make the mobile charger 2-way with a pigtail for the winch. That way you can power a lot of different devices without having a bulky cable/connector attached to each.
